There is an issue where reports are inaccessible when a Full Administrator attempts to login to the Reports page using a username containing a space.
For example if your login name is ‘John Doe’ you will be unable to access the Reports page in the User Management Web Console.

Remove spaces from your account usernames that need access to the Reports page.
